Well… what came after the part I quoted was this:

Players are normally limited to two retainers per character. To hire additional retainers, please use the optional retainer service (NA: http://sqex.to/4Aq / EU: http://sqex.to/nLj ) available on the FINAL FANTASY XIV: Mog Station.

In the Japanese patch notes they say Retainers after the third are paid.

※3人以上のリテイナーを雇用するためには、モグステーションから「追加リテイナー」のサービスにお申込みいただく必要があります。

3人以上 means 3 or more. So we're not getting a free retainer.

Edit: ※In order to employ 3 or more retainers, you must sign up at the Mog Station and select the service of "additional retainer".
